Explanation
A concrete outcome of the Wavell Plan was the summoning of the Shimla Conference, so that is the answer.
In 1945 Viceroy Lord Wavell proposed to reconstruct the Governor General's Executive Council.
The idea was to bring more Indians into the council as a step towards a new constitution.
To discuss this he called the Shimla Conference of Indian leaders in 1945.
The conference failed mainly over the question of Muslim League representation.
Its breakdown deepened the political deadlock before independence.
