The modern nation-state, particularly in its form as a welfare state, has been profoundly challenged by the forces of globalization. The welfare state is characterized by the government's commitment to ensuring a minimum standard of living for its citizens, providing services such as public education, healthcare, unemployment benefits, and pensions. This model, which flourished in the post-World War II era, depends heavily on the state's capacity to tax, regulate its national economy, and implement social policies within its sovereign borders. However, globalization, defined by the increased mobility of capital, goods, and information across borders, has significantly constrained the autonomy of nation-states. The ability of multinational corporations to relocate production to countries with lower wages and taxes creates a race to the bottom, pressuring governments to reduce corporate tax rates and deregulate their economies to remain competitive. This, in turn, can erode the tax base needed to fund comprehensive welfare programs. Furthermore, the growing influence of international financial institutions and adherence to global trade regimes often require nations to adopt neoliberal policies that prioritize fiscal discipline and free markets over social welfare provision. Consequently, there is an ongoing debate about whether globalization is leading to the retreat and eventual demise of the welfare state or its transformation into a more streamlined, competition state focused on enhancing national economic competitiveness rather than broad social protection.
