Kautilya's Arthashastra is a systematic and learned treatise on administration and law. There are fifteen Adhikaranas or books in this work. The first book discusses Vinaya, the general principles of monarchical government and administration; the second discusses the bureaucratic structure and departmental management. The fifth book discusses Yogavrittam or the conduct of the courtiers of the king; the sixth discusses the elements of a kingdom. The third and fourth books, discussing civil and criminal law, form one separate major branch of juridical enquiry. The second chapter of the sixth book and the seventh book discuss the theory of inter state relationship. They discuss the Mandala Theory and the different types of treaties. Books nine to fourteen discuss detailed problems of military science such as preparations, mobilisation of the army for war, actual warfare and secret warfare. Nowhere in the major treatises of political theory, eastern or western, do we find so detailed an analysis of the method of conducting war. The fifteenth book of the Arthashastra, entitled Tantrayukti, contains a list of thirty two basic terms that are meant as epitomes indicating the method, dialectics and epistemology of this work.
