If the numerator of a fraction is increased by 25 percent and the denominator is decreased by 15 percent, the fraction becomes 15 by 17. Find the value of the original fraction.

Explanation
The original fraction is 3 by 5, so the answer is 3 by 5.
Let the fraction be x over y.

Decreasing the denominator by 15 percent makes it 17y over 20.
