The Right to Education Act came into force in the year

The Right to Education Act came into force in 2010, on the first of April.

2008 precedes both the passing and the enforcement of the law.

2009 is the year of enactment, not the year it took effect.

Since a definite year applies, 'none of the above' does not fit.

It made elementary education a legally enforceable right.

It obliges the state to ensure schooling for every child in the age band.
