Explanation
Jahangir's tenth edict provided for the treatment of sick subjects at the State's expense, so that is the answer.
On accession in 1605 he proclaimed a set of twelve ordinances, often called the dastur-ul-amal, as a charter of just rule.
These edicts banned cruel punishments, road cesses and forced seizure of property, and built hospitals and rest houses.
The tenth specifically directed that the sick be cared for and almshouses maintained from the treasury.
Jahangir ruled from 1605 until 1627 and recorded such measures in his memoir, the Tuzuk-i-Jahangiri.
Sir Thomas Roe later came as the royal envoy of England to Jahangir's court at Agra.
