Read the following passage and answer the questions. As per the 2011 Census, the literacy rate of India is 74.04%, with the male literacy rate at 82.14% and the female literacy rate at 65.46%. The Government approved a new scheme known as the New India Literacy Programme of adult education for the financial years 2022 to 2027. Priority under it is given to girls and women, SC, ST, OBC and minorities, persons with special needs, and marginalised groups. The scheme covers the aspirational districts of NITI Aayog and districts whose female literacy rate is below 60% as per the 2011 Census. The school is the unit for conducting surveys of beneficiaries and voluntary teachers. As per the 2011 Census, the absolute number of male non-literates aged 15 years and above is 9.08 crore. The programme targets foundational literacy and numeracy for 5 crore learners over its period. Its estimated outlay is Rs. 1037.90 crore, which includes a Central share of Rs. 700 crore, while the remaining Rs. 337.90 crore is to be shared by the states.
