Statement 1, training, prepares people and agencies before a hazard strikes.

Statement 3, mitigation, reduces the risk and severity of future disasters.

Statement 4, response, delivers relief and rescue during and right after an event.

Statement 5, detection, uses monitoring and early warning to spot an approaching threat.

Statement 2, migration, is a consequence of disasters, not a management process, so it is left out.

The recovery or rehabilitation phase follows response to rebuild affected communities.
