The decrease is 10 percent, so that is the answer.
There are 80 crore patients, of whom 30 percent, that is 24 crore, have kidney disease.
South America holds 40 percent of the kidney patients, which is 9.6 crore.
A 25 percent decrease there removes 2.4 crore kidney patients.
