The number of Type A books in Shop-I is how much percent more than the number of Type A books in Shop-II?
Type A in Shop-I = 19% of 12600 = 2394; in Shop-II = 15% of 14500 = 2175.
Excess = 2394 - 2175 = 219.
Percent more is taken over the smaller base (Shop-II): 219 / 2175 × 100 = 10.07%.

Using the wrong base (2394) gives about 9.15%, which is the trap in option 1.
Options 4% and 15.10% correspond to no valid percentage-increase calculation.
Rule: percent increase = (difference / original value) × 100, with the original as denominator.
