Required percent = 7065 / 27100 × 100 = 26.07%.
The two totals differ, so the shop percentages cannot simply be averaged; absolute counts must be added first.
Option 28% roughly averages 25% and 27% while ignoring the different shop sizes.
Options 38.36% and 52% overstate the F share and match no correct computation.
Key step: convert each percentage to an actual count before combining across unequal totals.
